This 12-month development programme is designed for emerging creatives in Luton who are ready to take the next step in their careers. Whether you're a designer, musician, filmmaker, writer, performer, digital artist, or work in any creative field, this programme offers:
- Business mentoring & industry support
- Access to creative workspaces
- A bursary to support your growth
- Opportunities to deliver public events
Participants will receive structured business support, attend workshops, and gain access to resources to help launch or grow their creative careers.
Pioneers Startup Support Programme – Eligibility & Requirements
Before submitting your Expression of Interest, please review the eligibility criteria and requirements for the programme.
Eligibility
Applicants must be 18 to 34 years old.
Must be based in Luton (either living or actively working in the area).
Must be working within the creative industries, including but not limited to:
Design, music, film, photography, writing, performing arts, fashion, game development, digital marketing, architecture.
Businesses that are primarily IT support or general tech services are not eligible.
Programme Requirements
Participants must be self-employed or willing to register as a sole trader within six months of joining the programme.
A Unique Taxpayer Reference (UTR) number will be required before receiving any financial support.
The programme is structured around milestones, and bursaries will be paid only upon completion of required activities.
Participants must commit to at least 80% attendance across scheduled workshops, mentoring sessions, and individual check-ins.
Each participant will be required to deliver at least two public events during the programme, such as workshops, showcases, or talks.
Access to workspace and resources is included, with an allocation of workspace tokens for Hat Works and other Culture Trust venues.

Creative Pioneers Expression of interest Form
What is an Expression of Interest (EOI)?
Submitting an Expression of Interest (EOI) is the first step in the process, but it is not a formal application.
The EOI helps us understand who is interested in the Pioneers Startup Support Programme and assess whether the programme is the right fit for you. It allows us to gauge demand, ensure eligibility, and provide further information before inviting selected individuals to apply.
Once the EOI period closes, shortlisted candidates will be invited to take part in the next stage, which may include a more detailed application and a pitch event.
